Colorado New Energy Improvement District

The Colorado Office of the State Auditor (OSA) hired Sjoberg Evashenk Consulting to review the Colorado New Energy Improvement District (District). Our report found that the District was not yet self-sustaining. Its revenues from program fees were not yet sufficient to cover the District’s operating costs; it has not established a formal management structure and role; and it continues to rely on Colorado Energy Office staff and resources to help fulfill or support its operations.
