Ms. Brady offers several decades of experience overseeing, managing and conducting performance audits, consulting engagements, feasibility studies, and financial audits and analysis at all levels of state and local government. Ms. Brady provides industry expertise in transportation, capital planning and construction, and Federal Grant administration and compliance. She earned a Bachelor’s degree in Business Administration with a concentration in accountancy and an MBA from California State University, Sacramento. Ms. Brady is a Certified Public Accountant, Certified Construction Auditor, and Certified Global Management Accountant.

Since 2000, Mr. Skiles has dedicated his career to the independent evaluation of public agencies and programs, with the goal of increasing public transparency and accountability and providing practical solutions to improve service delivery. His experience in state and local government includes a broad spectrum of government responsibilities, programs, and operations. Mr. Skiles currently serves as the outsourced Chief Audit Executive for two local governments—the City of Elk Grove, California, and Snohomish County, Washington—in addition to performing audit and consulting services for a wide range of state and local governments. He has a M.A. in Sociology from California State University, Northridge; is a Certified Internal Auditor and holds a Certification in Risk Management Assurance; and is a member of the Institute of Internal Auditors, Society for Human Resources Management, and Association of Local Government Auditors.

Ms. McCallum offers more than 15 years of experience managing and performing a wide array of large-and small scale local government and state level performance audits, program evaluations, operational reviews, rate studies, and financial analyses. In addition to her broad industry-wide experience, Ms. McCallum specializes in environmental and public safety and emergency services. She earned a MBA from California State University, Sacramento, with a specialization in Finance, and holds a Bachelor’s degree in Business Administration from the University of Southern Mississippi, Hattiesburg. She is also a Certified Governmental Financial Manager and Certified Government Audit Professional. Ms. McCallum is a member of the Institute of Internal Auditors and Association of Government Accountants.

Since 2005, Ms. Dyer has been providing financial analysis, consulting and training services, and managing and conducting performance audits. Ms. Dyer has a wide breath of experience spanning a variety of public entities, program areas, and functions of government. She provides industry expertise in federal grant management, healthcare, higher education, public transportation, and capital construction project management. Ms. Dyer earned a Bachelor’s degree in Business Administration with an emphasis in financial services from San Diego State University and a MBA with an emphasis in Healthcare Management from the Western Governors University. She is a Certified Project Management Professional, Certified Government Audit Professional, and a Certified Construction Auditor. Ms. Dyer is a member of the Institute of Internal Auditors, National Association of Construction Auditors, and Project Management Institute.

Since 2005, Ms. Luu has managed and conducted performance audits, financial analyses, compliance audits, program evaluations, and business process assessments at all levels of government. She provides industry expertise in capital construction oversight, project management best practices and benchmarking as well as federal procurement rules, and public transportation performance measurement. Ms. Luu earned a Bachelor’s degree in Business Administration with concentration in international business and emphasis on finance from California State University, Sacramento. She is a Certified Construction Auditor and member of the National Association of Construction Auditors, Association of Government Accountants, and Project Management Institute.

Fernandez

Director

Having worked with state, federal, and local government entities for nearly 37 years, Margarita Fernandez has overseen and managed evaluations and audits that cover a wide variety of public services and programs, developing expertise in state and local government programs and operations, government auditing standards, and the management of public sector audit organizations. She previously served the California State Auditor’s Office as its Chief of Public Affairs & Quality Assurance, and served as liaison with federal, state, and local government officials, standard setting bodies, and national professional organizations, including serving on the executive committee for the Western Intergovernmental Audit Forum and on various national committees with the National State Auditors Association. Margarita earned a Bachelor’s degree in Business Administration with a concentration in accountancy from California State University, Sacramento and is a Certified Public Accountant and Certified Government Financial Manager.

Since 2012, Ms. Arias has been working in the public sector conducting research, managing programs, and evaluating performance at the state, county, and city government levels. She provides expertise in quantitative and qualitative data analysis, program evaluation, and policy analysis. She earned a Bachelor of Arts in Philosophy from the University of California Davis, and a Master of Public Administration from the University of Oregon, with an emphasis in Government Accountability.

Since 2014, Mr. Valdez has been working in both the public and private sectors to provide organizational management, policy analysis, and project planning. He offers expertise in public policy, data analysis and visualization, and communications. Mr. Valdez earned his B.A. in Anthropology with a minor in Public Affairs at the University of California, Los Angeles, and a Master of Public Policy and Administration from the California State University, Sacramento.

Since 2015, Ms. Hansen has been working in both the public and private sector conducting research, performing regulatory compliance audits and developing compliance plans. She provides expertise in quantitative and qualitative data analysis, program evaluation as well as performance metrics and assessment. She earned a Bachelor of Arts in Exercise Biology and a Minor in Psychology from the University of California, Davis.

Ms. Evashenk provides insight and expertise in strategic communications, project management, and business development from nearly 15 years of experience in a variety of industries. She earned a Master of Communication Management and a Bachelor of Arts in History with a minor in Law from the University of Southern California, as well as a certificate in Green Chemistry and Sustainability from the University of Washington.

He earned his Bachelor of Science in Criminology from the California State University, Fresno.

Ms. Ormsby offers expertise from 5 years of supporting California county behavioral health departments, where she assisted in the design, implementation, and evaluation of a wide variety of grant-funded behavioral health and substance use programs. She possesses skills in data analysis, research, program evaluation, and quality assurance. Ms. Ormsby earned her Bachelor of Science in Psychology, with an emphasis in Biological Sciences, from the University of California Davis.
