The San Francisco Office of the Controller engaged Sjoberg Evashenk Consulting, Inc. to assess whether employer-funded health care expenditures contributed to the SF City Option Program were properly processed and administered by the City’s third-party contractor, San Francisco Health Plan (SFHP). We found that while SFHP properly administered funds on behalf of program participants, the City should work with SFHP to take steps to address the SF City Option Program’s growing $359 million pool of employer-contributed funds.
