The Orange County Transportation Authority (OCTA) contracted with SEC to complete a Measure M2 Triennial Performance Assessment, covering the fiscal years 2021–22 through 2023–24. This independent evaluation reviewed how effectively OCTA delivered transportation improvements funded through Measure M2, a voter-approved half-cent sales tax focused on reducing congestion, improving infrastructure, and enhancing transit and environmental programs across Orange County.
