Energy Center San Francisco LLC’s Compliance with San Francisco Steam Franchise Agreement

The San Francisco Office of the Controller engaged Sjoberg Evashenk Consulting, Inc. to assess whether Energy Center San Francisco LLC (Energy Center) complied with its steam franchise agreement with the City, and whether City and County of San Francisco departments complied with administration and reporting requirements for monitoring Energy Center’s franchise agreement. We found that while Energy Center generally met its obligations under the steam franchise agreement and San Francisco Administrative Code provisions, it did not always meet reporting and payment deadlines and reporting requirements. Additionally, we found that though the Controller’s Budget and Analysis Division generally fulfilled its administrative requirements, it did not consistently follow internal procedures and the Division’s oversight of the franchise agreement could be enhanced.
