The Los Angeles City Controller engaged Sjoberg Evashenk Consulting, Inc. to determine the accuracy, efficiency, and effectiveness of Los Angeles Fire Department’s (LAFD) emergency medical services (EMS) billing and collection process, and how the recently implemented automated systems have affected the administrative efforts involved in providing EMS. We found identified numerous positive outcomes resulting from LAFD’s transition to automated data collection and billing processes, such as LAFD’s increased ability to analyze EMS data for ongoing quality improvement and increased net collections of EMS fees. However, we also noted several areas for improvement, such as LAFD’s need to revaluate its cost-recovery model for EMS fees.
