Sjoberg Evashenk Consulting was hired by the Orange County Transportation Authority (OCTA) to conduct the fourth triennial performance assessment of its 30-year transportation improvement program, funded by a one-half cent sales tax (OCGo) passed by voters in 2006. As part of the assessment, SEC examined OCTA’s performance surrounding planning, management, and delivery of capital freeway, local street and roads, transit, and environmental projects to ensure necessary tools and practices were in place to successfully implement the transportation improvement program over its remaining life. We found that OCTA and its OCGo partners were fulfilling the promises made to voters thus far and have incorporated many leading practices resulting in strong program and fiscal management.
