Performance Audit of the Electric Program Investment Charge

Sjoberg Evashenk Consulting was hired by the California Public Utilities Commission (CPUC) to conduct a performance audit of the Electric Program Investment Charge (EPIC). Overall, the performance audit of the EPIC found that CPUC requirements related to collecting, remitting, and expending EPIC funding were generally followed by the four EPIC administrators—the California Energy Commission (CEC) and three Investor-Owned Utilities (IOU), but some improvements could be made to enhance administration of the program.
