The San Francisco Office of the Controller engaged Sjoberg Evashenk Consulting, Inc. to assess whether Pacific Gas & Electric Company (PG&E) complied with its gas and electric franchise agreements with the City, and whether City and County of San Francisco departments complied with administration and reporting requirements for monitoring PG&E’s franchise agreements. We found that while PG&E generally met deadlines for submitting statements and paying franchise fees, it underpaid its 2018 electric franchise fee by $3,283. Additionally, we found that though the Controller’s Budget and Analysis Division generally fulfilled its administrative requirements, it did not consistently follow internal procedures and the Division’s oversight of the franchise agreements could be enhanced.
