Portland Public Schools Annual Bond Performance Audit Fiscal Year 2021/2022

Portland voters approved three major bond programs in 2012, 2017, and 2020 to modernize century old school buildings and upgrade the learning environment within the Portland Public Schools district. Sjoberg Evashenk Consulting was selected to conduct annual performance audits of the bond programs. The fourth performance audit found that the 2017 Bond projects were on-track to be completed, with 2020 Bond funds available to complete the Benson project. Contractor workforce equity (that is in part funded by Bond dollars) generally followed industry practices. Additionally, key performance indicators aligned with leading practices and performance were regularly communicated to oversight bodies and the public—though opportunities exist to track other indicators. Finally, with the passage of the recent 2020 Bond, we found that the framework to manage the 2020 Bond was sound, though some areas carry greater risk and need review in future audits.
