Sjoberg Evashenk Consulting, Inc. was hired by the Orange County Transportation Authority (OCTA) to conduct a performance audit of the Measure M2 (M2) Environmental Mitigation Program (EMP) and review the controls and processes for procurement, property appraisal and acquisition, and property maintenance, and to review compliance with the M2 Ordinance and related policies and procedures. Overall, we found the EMP program to be well-run, consistent, deliberative, and compliant with relevant laws, rules, ordinances, policies, and procedures.
