As the contracted Snohomish County Performance Auditor, Sjoberg Evashenk Consulting was tasked with determining the efficiency and effectiveness of the County Assessor’s Office operations and sufficiency of staffing to support key functions and responsibilities. Our review found that the Snohomish County Assessor’s Office implemented many business processes that were generally in-line with three benchmarked peers to fulfill its statutory responsibilities and mission. To accommodate growing demands, the Assessor’s Office continually reassessed its operations to identify areas where processes could be improved, redundancies eliminated, and workflows streamlined to be more efficient. Despite these efforts, the Assessor’s Office struggled to keep pace with workload demands and several backlogs exist that adversely impact other business areas and functions within the Assessor’s Office, the County, and the customers served.
