The California Public Utilities Commission (CPUC) engaged Sjoberg Evashenk Consulting, Inc. to conduct a performance audit of Electric Program Investment Charge (EPIC) and determine whether the California Energy Commission’s internal controls over budget processes were sufficient, whether program administrators appropriately tracked interest gained from the EPIC surcharge, and whether administrative costs were reasonably and accurately charged. We found that CPUC requirements related to collecting, remitting, and expending EPIC funding were generally followed by the four EPIC administrators—the California Energy Commission (CEC) and three Investor Owned Utilities (IOU) – Pacific Gas & Electric Company, San Diego Gas & Electric Company, and Southern California Edison Company.
